Pennsylvania Presidential Delegate Primary Preview

Pennsylvania will elected 54 unbounded delegates in their presidential primary, 3 delegates from each of Pennsylvania’s 18 congressional districts. The names of the presidential candidates will not appear on the primary ballot. We here at RRHElections have compiled this list of the delegates who will be on the ballot and who we think they will be supporting.  None of the PA delegates are bound so even if they commit to a candidate now they can always change there mind. “#NeverTrump Endorsed” refers to the #NeverTrump PAC endorsed slate which you can see HERE. For simplicity sake we lumped together as “Trump” any candidate who signed the Trump pledge, said they would vote for district winner and then Trump on 2nd ballot and anyone who said they were leaning towards him. We tried to compile a list of who the alternate delegate candidates are supporting but had a hard time figuring out who was supporting who. Please feel free to add in any info about the alternate delegate candidates in the comment section!

Pennsylvania’s 1st congressional district: Philadelphia based D+28 district represented in congress by Rep. Bob Brady (D) is a bit of a non-event. Only 3 candidates are running and all have said they will or will strongly consider supporting “district winner”.

On the ballot in PA-1:

David Hackett- District Winner

Seth Kaufer- District Winner

Christopher Vogler- District Winner

Pennsylvania’s 2nd congressional district: Philadelphia based black majority D+39 district represented in congress by Rep. Chaka Fattah (D). Four candidates are running for 3 delegate spots:

Ryan Costello– District winner/Uncommitted, Rep. Ryan Costello has said he would vote for winner of district but has hedged. RRH moderator & PA-6 resident Ryan_in_SEPA has assured us that Costello is very unlikely to back Trump.

Douglas Hager- District Winner

Michelle Harris Kichline- District Winner/ Cruz endorsed

Larry Stohler- Statewide Winner

Mary Elizabeth Wert- #NeverTrump & Cruz endorsed

Robert Wert- #NeverTrump & Cruz endorsed

Pennsylvania’s 7th congressional district: Philadelphia suburb based R+2 district represented in congress by Rep. Pat Meehan (R). This is a tough district for #NeverTrump supporters. Two of the 5 candidates have said they would vote for district winner and 2 are known Trump supporters. Best strategy for the #NeverTrump here would be to just vote against Ting & Winke who are Trump supporters.

Joan Miller- District Winner/ Cruz endorsed

Michale Puppio- District Winner/Cruz endorsed

Got in touch with some of the delegate candidates in my district (PA-02). One new detail: Cohen is almost certainly a #neverTrumper but uncommitted in terms of who else he’d support.

Tucker and Havey have not responded. Havey has indicated that she’ll vote for the winner of the district. Given that polls of Philly have shown Trump going above 50% in some cases (although the 2nd district includes some of the Main Line too where Kasich might do better and excludes the Trump-friendly Northeast), I’m not willing to take the risk of voting for Havey. Tucker has been circumspect in what he’ll do, but I did see some Trump supporters venting on Reddit and Twitter about Tucker not being nice to them when they called his phone number, so perhaps that’s a positive sign.

Gassa is clearly committed to Cruz, so I’ll be voting for her and Cohen only unless I hear something new from Tucker and Havey.

    Thanks!

How did #NeverTrump pick delegates when there were more than 3 possible options?

I wonder if Shuster should be on the list. He’s a corrupt guy perhaps, but at least you could hold him accountable if he goes Trump. Same logic as Costello.

So I have a cousin who lives in PA-8, and he was wondering the best way to strategically vote against Trump in this district. Any opinions on that?

    • Izengabe April 25, 2016 at 7:16 pm

PA-8 is an easy one to vote against Trump in. Vote for:
      Gene DiGirolamo
      Deborah Evangelou
      Marguerite Quinn

All other delegate candidate in PA-8 are either Trump or district winner supporters with Trump tendencies.

That’s right, my bad. I was thinking it actually mattered as to which Presidential candidate wins the district (probably Trump) and which one would most likely come in second, but I suppose the statewide vote is all that matters for that.

  • w920us April 25, 2016 at 7:44 pm

Sadly, no choice for me in the 1st CD.

But your vote is still important. PA-1 candidates have pledged to support winner of the district. Voting for the candidate most likely to win PA-1 matters.

Exactly, I mean I guess if you knew the delegate it might matter but having 3 people all of whom are supporting the district winner is probably how it should be and is certainly how it is in a normal primary.

  • w920us April 25, 2016 at 7:54 pm

Oh of course. I’ll still be voting Kasich tomorrow.
Also who actually tabulates the totals by CD. I’m not sure the state has ever done that.

For New York, there was an AP by Congressional District page that was kept up to date.
But there’s also Wisconsin, which had a similar page by the AP, only it appeared that split counties weren’t included on election night.

Greenpapers for PA – R will track the loophole delegate election.

On the D side, PA does need to report by CD to the DNC as PA on the D side is dividing each CD proportionally.

In the event that neither PA state site nor AP is reporting by CD, it’s possible to get it by going into each and every county’s detail of each voting precinct. You’d then need to know which voting precincts are in which CD. They’ll be plenty of time for any delegate who was serious about following the winner of his CD to find out before the convention.

Not sure if it’s on team Cruz or team Cruz just recommending a vote. The Werts are 100% for Cruz

Kichline is a long time Toomey backer (I think she backed him in the 2004 run) so I am not surprised. I had her pegged as one of the two most likely to win a spot as she is a Chester County commissioner and Chester County makes up a plurality of the district.

I’m watching PA-9. It will be interesting to see how Shuster does in the delegate race vs his primary.

Love the info, especially political backgrounds.

FYI Marc Scaringi, potential Trump delegate in PA-4, was a candidate for US Sen in the GOP primary in 2012, getting 6.8% in the primary and finishing 5th of 5 Republicans. He was also a former aide to Santorum.
