Dist­rict of Columbia, more popularly known as Washington DC, is not a state, but a Federal District. Ceded by the State of Maryland to the Federal government in 1790, it does not have full representation in Congress, but has participated in Presidential elections since 1964. As of 2010, it is 51% Black, 35% White and 9% Hispanic.
